It places the Audio Unit in /Library/Audio/Plug-Ins/Components and the VST3 in /Library/Audio/Plug-Ins/VST3, plus the Standalone app in Applications.

That is Gatekeeper reacting to a download rather than a fault with the file. Open System Settings, go to Privacy and Security, scroll to the Security section and choose Open Anyway, then run the installer again.
Pro Tools only loads AAX plug-ins, and there is no AAX build yet. It is in development. Use a host that loads Audio Unit or VST3 in the meantime.
Check the key has been pasted in full with no trailing space, and that you are under the three-device limit. If you have replaced or reformatted a machine, contact us and we will free up the slot.
Your account keeps every purchase available to re-download. Sign in and open Downloads and licences. You do not need to buy again or contact us.
Check the wet level is above zero and that the plug-in is not bypassed. If Match mix law and gain match are both engaged, the level will stay constant by design, so the difference is character rather than volume. Monitor the residual to hear what is being added on its own.
